MPs' expenses: Shahid Malik admits charging taxpayer for two houses

Shahid Malik has admitted that the taxpayer had met the costs of office space in his constituency house and his designated second home in London simultaneously.

The Communities Minister claimed the maximum second home allowance for his London property while the office on the ground floor of his constituency house was funded through a separate parliamentary “office” expenses system.

The disclosure threatens to undermine the Prime Minister who only returned Mr Malik to government earlier this week after receiving assurances that his financial affairs were in order.

It now appears that Downing Street failed to scrutinise Mr Malik’s expense claims thoroughly before allowing him to hold ministerial office again.

The Daily Telegraph disclosed on Wednesday that Mr Malik had claimed more than £6,500 for a property described only as “office 2” on his parliamentary claim forms.

The minister had declined to tell this newspaper the location of the taxpayer-funded “office 2”. However, it can now be disclosed that “office 2” was the ground floor of his constituency home in Dewsbury.

Mr Malik said he needed the extra office space because the constituency office he inherited was not big enough.

However his expenses files show that he moved out of the original office into a new office in April 2006 but that he continued to submit claims for “office 2” until at least April 2008.

Mr Malik insisted last night that he paid rent separately for the “living area” of his constituency home.

However, no formal rental agreement exists for the “living area” and Mr Malik would not disclose how much rent he paid.

Both the constituency office and his constituency house were owned by controversial landlord, Tahir “Terry” Zaman, a friend of Mr Malik. Mr Malik stepped down as justice minister last month after The Daily Telegraph reported his landlord’s claim that he was paying well below the market rate for the rent of his home in his Dewsbury constituency.

Mr Brown reappointed him as a minister on Tuesday, saying that an investigation by Sir Philip Mawer, the Prime Minister’s adviser on ministerial rules, had cleared Mr Malik of any failure to comply with the Ministerial code.

On Tuesday, the Prime Minister refused to publish Sir Philip’s report.

On Wednesday, after calls for publication from figures including Sir Christopher Kelly of the Committee on Standards in Public Life, Mr Brown backed down and promised to publish an edited summary of the document.

Mr Malik admitted details of his controversial “two homes on expenses” arrangements on Wednesday night.

Only a day after reappointing Mr Malik to the Government and clearing him of breaking ministerial rules, Downing Street failed to endorse the minister’s actions.

Speaking to journalists at Westminster, Mr Brown’s official spokesman made clear that it was up to Mr Malik to explain his use of public money.

The spokesman said: “If you have any particular accusation that you’d like to make towards Shahid Malik you should make them and you should give him an opportunity to respond to them.”

Over the past four years, Mr Malik has claimed more than £60,000 from the Commons authorities towards his designated “second home” in London. Since 2005, Mr Malik has been embroiled in a series of disputes with the authorities after claiming for a number of luxury items including a £2,600 home cinema system.

However, during this period he also paid Mr Zaman more than £6,500 for “office 2”.

Mr Zaman also let Mr Malik his main constituency office for which he has received at least £6,000. Mr Malik said last night: “When I was elected MP for Dewsbury I rented additional office space in my constituency because the office which I took over from my predecessor did not have enough room to accommodate my staff, who were working with me to serve the needs of my constituents.

“I paid £46 per week rent for the office space which was covered by my IEP cost allowances. A copy of the tenancy agreement was lodged with the House of Commons fees office in the normal way. The rent was paid by me to Yes Properties [Mr Zaman’s company] for which I was subsequently reimbursed by the Fees Office. In addition, I paid rent for the living accommodation. I made no claim under any allowance for the living accommodation.

“My home in Burnley was listed with the House of Commons fees office and with HMRC as my main home until I sold this in 2008.”

A PATRIOTIC Scot claims he was told to remove a Saltire from his window - because it's RACIST.

Paul Steele, 38, was shocked when killjoy council workers ordered him to tear down the Scottish flag because they'd received complaints.

Last night dad-of-six Paul, from East Wemyss, Fife, said: "The council guy said his boss had told him to get it removed as it is 'extremely racist.

"They're threatening to take me to court over it but there's no way I'm taking it down.

"It's crazy. Even the Queen flies flags outside her homes in London and Edinburgh.

"I've got an English neighbour beside me and another one above me, but I know this is nothing to do with them as we get on really well. People fly their countries' flags all over the world and I want to do it as well as a proud Scot."

Paul's 8ft x 4ft Saltire is pinned up on the inside of his living room window which looks out on to a quiet village street.

Bruce Combes from Fife Council's customer services department led the inspection at Paul's home last week and told the former mechanical engineer to remove the Saltire.

But he made no comment about an Irish flag that Paul's son has flying in another window.

Last night Mr Combes said: "I was asked to make sure the flag was removed by my superiors but I didn't see the tricolour."

Jim Findlay, head of local services (North) for Fife Council, added: "It was not because we considered the flag racist.
"We have had complaints about this property - including the flag and its prominence.

"As a result the tenant has been asked to remove it."

Labour's Parmjit Dhanda, said he chose to enter the contest after the British National Party's gains at the local and European elections.

Mr Dhanda is the first Asian MP to stand for the role of Speaker in its 600-year history.
The former schools minister promised to modernise the House of Commons by introducing a creche for MPs with young children and taking Parliamentary debates around the country.
The 37-year-old MP, who is a popular figure in Westminster, said that Parliament needed a Speaker who could communicate with modern Britain.
In an open letter, Mr Dhanda insisted that Britain was not a racist country, but warned that Parliament was in danger of 'being left behind while the world moves on'.

He said: 'Parliament is in crisis. Just a few days ago we saw the election of two members of the BNP to the European Parliament. But I don’t believe that the British people are racist.
'Many MPs feel we need to make some radical changes to reassert the values of our democracy and to restore the public’s faith in its representatives. I’m one of those MPs.'

The people of Dewsbury don't vote for Malik. The Pakis who live there do, and if people don't wake up these people will soon be running our councils and parliament. What will the lefties do then when they get stoned in the streets for being gay or smoking pot?

Two Tories have been suspended from the party following allegations of racism at Oxford University's Conservative Association.
A row broke out after electoral candidates were asked to tell "inappropriate" jokes during hustings for junior officer positions on Sunday afternoon.

Nick Gallagher, the current publications officer and also general editor of the association's magazine Blueprint, allegedly told a racist joke when he was asked to tell the most offensive joke he knew and name his least favourite minority.

He reportedly said: "What do you say when you see a television moving around in the dark? Put it down, you n*****, or I'll shoot you."

The Tories confirmed the two suspensions from the party, and a spokesman said: "People who behave in this disgusting and reprehensible way have no place in the Conservative Party."

Among the other jokes bandied around during what was alleged to have been an alcohol-fuelled meeting was a remark about a black person hanging in a family tree.

According to Cherwell, the student newspaper, one Oxford University Conservative Association (OUCA) committee member resigned following the controversy.

Anthony Boutall, the president of the association, said he would suspend any members found to have made racist remarks.

He told Cherwell: "There was a great deal of noise at the OUCA hustings on Sunday. I did not hear a racist joke, but it has come to my attention that something offensive was said.

"A disciplinary committee (DC) has been called and while I do not have the power to prejudge the decision of the DC, I can give a personal pledge that if these individuals are found guilty, I shall use my powers to their fullest capacity, making it my top priority to ensure that they play no further part in the association."

Bates tells libel trial Levi 'played race card'

Leeds United chairman Ken Bates, leaves the High Court, in central London following a libel case brought against him by former director of the club, businessman Melvyn Levi.

Leeds United chairman Ken Bates believed a Jewish businessman "played the race card" by accusing him of being anti-Semitic, a court heard.
Mr Bates was giving evidence in a libel trial brought against him by Melvyn Levi at London's High Court.

The anti-Semitic claims play no part in Mr Levi's claim.

Mr Levi alleges defamatory comments were made about him in a number of Leeds United programmes and a letter Mr Bates sent to fans during 2006 and 2007. The articles accused Mr Levi of being a "shyster", an enemy within, of attempting to blackmail investors and scaring off investors.

Mr Bates denies libel and says his comments had qualified privilege as the allegations were in the public interest.

The comments were made in the wake of Mr Bates's takeover of Leeds United Football Club and his falling out with Mr Levi, a director under the previous regime.

Yesterday Mr Bates told the judge, Sir Charles Grey, he believed Mr Levi had "played the race card".

Simon Myerson QC, cross-examining Mr Bates, asked the 77-year-old: "Is that really what you think?"

Mr Bates replied: "Yes, that's a problem. If people from ethnic minorities have problems, rather than accept that they're wrong or ... are incompetent it is not their failing, It's because of 'where I'm from'. It's the last excuse of the failing.

"We've had this experience at Elland Road...when somebody's not doing their job, when they lose it it's unfortunately the race relations industry who say 'Is it because of who you are?' and they say 'Yes'."

Later, under re-examination by Ronald Thwaites QC, Mr Bates said he had been making a point about people who use race to disguise their failings.

During his time in the stand Mr Bates also compared his first board meetings at Elland Road to a "cross between rugby scrum and feeding time at the monkey house" where champagne was "drunk like water".

Earlier the court heard more details about an allegation that current Chelsea owner, Russian billionaire Roman Abramovich, wanted to shoot Mr Bates.

Mr Myerson QC asked Mr Bates to confirm that he was told about the allegation by George Canning, a middleman representing an Irish consortium looking to invest in United in 2006.

Mr Canning had been told the information by Mr Levi.

Mr Bates said after he heard the allegations he told club solicitor Peter McCormick and he referred it to west Yorkshire police who interviewed Mr Canning in February 2007 but no further action was taken
