Social worker 'failed to safeguard' victims of Rochdale grooming gang, tribunal told

A social worker failed to safeguard vulnerable young victims of the Rochdale grooming gang and closed their cases prematurely, a tribunal heard.
Deborah MacQueen allegedly failed to adequately safeguard up to 11 vulnerable girls who were groomed by the nine men while she worked for Rochdale Council.
She faces a raft of allegations surrounding the children, from January 2005 to September 2011, which claim she failed to adequately protect youngsters who were in ‘grave danger’.
The gang were convicted and jailed for a total of 70 years in May 2012 for grooming girls as young as 13.
Police believe there could have been as many as 47 victims.
The men gave their victims drink and drugs before ‘passing them around' for sex. Abuse took place at two takeaway restaurants.
Ringleader Shabir Ahmed, now 64, was jailed for 22 years for repeatedly raping a girl. One victim said the father-of-four asked the girls involved to call him ‘daddy’.
She admits she decided ‘child one’ was not at risk of continuing harm without considering her learning disability or her mother’s ability to protect her.
She also admits allowing the case to be closed without ensuring that specialist intervention was arranged for the vulnerable teen.
Ms MacQueen further admits allowing the cases of three other children - known only as child two, five and eight - to be closed despite information that they were at risk of harm or sexual exploitation.
The social worker also acknowledges that she failed to undertake or organise an assessment of the risk posed by another child’s uncle and his son, whom the youngster was living with.
She denied allegations of misconduct or incompetence relating to seven other victims and that her fitness to practice was impaired at the Health and Care Professions Tribunal Service in London.
The panel heard the child’s older brother was associated with a man convicted of paedophilia, while the young victim also suffered with a learning disability.
Ms Sutherland said: “With the other factors involved, it is indefensible to close the case, given the deterioration of circumstances in this family.
“It had now been made more difficult, so I do not see how that would lead you to close it.
“I would just say that Ms MacQueen was not the only manager involved, but the managers in this case have made poor decisions generally.
“I don’t think she responded adequately at all, and nor does she seem aware of the grave danger they are being led into.”
But Ms MacQueen closed the case after noting a ‘dramatic change to the child’s lifestyle’.
Ms Sutherland said: “I can find no basis or justification for Deborah MacQueen’s decision to close this case. I consider her practice to be wholly inadequate and very dangerous.”
A Health Care and Professions Council panel must decide if her actions constitute misconduct and incompetence, and whether her fitness to practice is impaired.
Ms MacQueen denies failing to properly safeguard seven children, and that her errors in relation to four children amount to misconduct. She further denies her fitness to practice is impaired by reason of misconduct. The hearing continues.

Tony 'bomber' Lecomber re-surfaces
.................and look who is with him ? Lawrence Rustem.
It was Lecomber who inveigled Rustem into the BNP many years ago. Then when he and Griffin got John Tyndall expelled, put about the story that it was JT that let Rustem into the BNP.
This writer knew JT very well for many many years. JT used to stay regularly at my home when in the North West.
I asked JT about Rustem. He said that Lecomber allowed Rustem to attend meetings/functions and so on. But JT would not allow him membership. Not long after Lecomber & Griffin hijacked the BNP, they made it 'oh so multi-racial'.That is their epitaph.
This writer knows Lecomber too.
Lecomber should never ever be allowed anywhere near nationalism again. He is a wrecker and a liar. Many are sceptical of how Lecomber only got a 3 years jail sentence for explosives charges and with previous convictions.

British
Gas today announced an eye-watering 12.5 per cent hike in electricity
prices from next month in a direct snub to the Government.
The
Centrica-owned firm was accused of 'sheer greed' and 'Dick Turpin
energy' after the 18th century highway robber, following the news
affecting 3.1million customers.
The
huge increase in prices from September 15 - ahead of the winter - is at
odds with concerns about high energy bills raised by Prime Minister
Theresa May.
British Gas today announced a 12.5 per cent hike in electricity prices from next month

the general election, Mrs May announced plans for a cap that could save
millions of people on standard variable tariffs (SVT) around £100 a
year.
However, the move by British Gas suggests millions of families and pensioners will see an increase in bills, rather than a fall.
The
firm said the price rise is its first since November 2013 and the group
pledged to help protect more than 200,000 vulnerable customers from the
increase.
Expectations of a price rise were fuelled by a website blunder by British Gas staff yesterday.
An incomplete statement briefly appeared on the website at noon promising to explain why it has had to raise electricity prices.
It
was titled 'Why we've had to raise electricity prices - our first
increase since November 2013.' However, the body of the text read only
'blah blah', suggesting the upload was an error.

It was quickly
removed from the website and British Gas subsequently refused to
comment, beyond saying it does not speculate about future electricity
pricing.
Such announcements are highly
sensitive because they can affect share prices. Consequently, there are
strict rules on how they are made, including timing, which is normally
early in the day before stock markets open.
Social
media users were outraged by today's rise. Jase Ives said: 'British Gas
to be rebranded after putting up prices 12.5 per cent. No need to
change personal banking details... Dick Turpin energy will get your
cash.'

Another
called 'JDunn' tweeted: 'Bye bye British Gas when the time comes.
Absolutely unbelievable. Salaries not increasing like this

And Charlotte Smith

British Gas. Absolutely no excuse whatsoever. No doubt the others will
follow.'
Details of the increase comes
as British Gas owner Centrica posted half-year results revealing that
earnings from its consumer business plunged by more than a quarter after
it lost 377,000 UK customer accounts in the first half.
Underlying
operating profits from its UK home energy supply arm tumbled 26% to
£381 million as the group said it was also hit by warmer than normal
temperatures and the pre-payment tariff cap.
Centrica's overall underlying operating profits were 4% lower at £816 million for the six months to June 30.
The group said it held off from the price rise a for 'up to six months longer than some of our competitors'.
The
price hike will mean an average dual fuel bill for a typical annual
household tariff will rise by £76 to £1,120 - a 7.3 per cent increase,
according to British Gas.
The group
said it will give more than 200,000 customers receiving a warm home
discount a £76 credit to offset the tariff increase.
Social media users reacted with fury to the news of the British Gas price hike this morning
British
Gas is the last of the Big Six providers to increase prices after it
promised in December last year to freeze tariffs until August.
The group insisted its overall electricity costs had increased by 16 per cent since 2014.
But
the move flies in the face of the Government, which made a pre-election
pledge to introduce a price cap, although that has since been watered
down to cover vulnerable households only.
Shadow
chancellor John McDonnell labelled the price hike 'extortionate' as
Labour said it showed the Government had failed to rein in soaring
energy bills.
And Alan Whitehead,
shadow energy and climate change minister, said: 'Today's announcement
shows that the Conservative Government has still not got a grip on the
broken energy market, with companies raising prices yet again.'
'At
the very least the Conservatives should institute the energy price cap
which Theresa May promised during the campaign,' he added.
But
Iain Conn, the chief executive of Centrica, told BBC Radio 4's Today
programme that while the commodity price of electricity had come down,
it was facing 'significant cost pressure' on transmission and
distribution, as well as costs associated with Government policy.
He
added: 'The net effect of both of these is an increase of about £62 on
the average bill, and that is the main driver of the increase, combined
with the fact that our electricity prices at British Gas have been some
of the cheapest in the market, and actually we're now selling our
electricity at a loss, which is clearly not sustainable.'
Mr
Conn went on to say the energy market 'does need to be and could be
reformed', but warned a price cap would reduce competition.
'We're
actually proposing that the Government are even bolder and instead of
capping standard variable tariff, they should reform it so that it's
removed altogether so that contracts that don't have any end are
actually phased out and that the level playing field is created so that
all suppliers pay the Government's costs,' Mr Conn said.

Muslim gang attacked strangers because they were white 'non-Muslims' in city centre rampage
Counter-terrorism officers raided the homes of the three men in Bolton after the drunken violence in Liverpool
Amin Mohmed, Mohammed Patel and Faruq Patel, all from Bolton , targeted three unknown men before two of them set upon Gary Bohanna when he revealed he was Christian.
Faruq, 19, then filmed Mohmed, 24, punching Paul Lynch as his girlfriend tried to protect him.
One witness feared that the trio might be ISIS terrorists - counter-terrorism officers then raided the homes of the three men in Bolton.
The judge, Recorder Louise Brandon, called the attacks in Liverpool city centre "a disgraceful and sustained campaign of violence carried out on the streets of this city”.
The Echo reported how the court was told fellow-Muslim Edris Nosrati spotted two of the gang attacking a man in Bold Street at around 3.30am on March 20 last year.
At Liverpool Crown Court, prosecutor Paul Treble said: “He was concerned because one of them seemed to be using racist language, talking about Muslims and Christians.
He said Mr Nosrati replied with a “well-known” Arabic phrase: “There is only one God, and Muhammad is a messenger.”
Mr Treble said: “He said it’s a phrase often linked with ISIS.
“He was concerned as to their exact intent and that they might be associated in some way to an extremist organisation.”
Mr Nosrati was told “you can go”, but when he tried to stop them punching another man, one replied: “It’s none of your business.”
He followed the gang to Renshaw Street, where Mr Bohanna was asked: “What are you?”
The victim was confused but when one of them said “I’m a Muslim, what are you?” he answered “I’m a Christian”.
The attacker shouted “Why aren’t you a Muslim?” before punching him twice, breaking his glasses and causing a 2cm cut above his left eye.
The gang then encountered Mr Lynch, a Labour councillor in St Helens, and his girlfriend Jill Newton.
Footage taken by Faruq captured Mohmed punch Mr Lynch with a “sickening blow” that could be “seen and heard”.
No racist comments were used, but Liverpool John Moores University student Faruq could be heard laughing as the victim fell. Faruq was not convicted of a racial or religious motive.
Mr Nosrati called police but Faruq fled, so the witness chased and caught him.
The teenager punched Mr Nosrati and struck him in the eye with his phone, but the hero held on.
Mr Bohanna and Mr Lynch - who suffered bruising and bleeding to his eyes - were taken to hospital.
Mohmed made no comment to police, but later claimed he could not remember anything because he was so drunk.
Mohammed, 20, initially denied the assaults and suggested they had been racially abused by other men.
However, he confessed to “targeting people because they were white and non-Muslim”.
Faruq told officers people called him and his friends a “dirty P***” and they retaliated.
He admitted filming “because he thought it was funny” and described it “as a laugh”.
The pair, along with Faruq, of Crumpsall Street, Bolton, also admitted assault causing actual bodily harm and affray.
Martine Snowdon, defending Mohammed, said her “deeply remorseful” client was “terrified” of being locked up.
The university expelled him but he had re-enrolled at Salford University and asked for “mercy” to continue his studies.
Andrew Costello, defending Faruq, said his “ashamed” client was “very drunk” but maintained he did not hit anyone or use racial abuse.
However, he conceded the “apologetic” accountancy student “tried to lie his way out of it”.
Mohmed has previous convictions for criminal damage and battery, relating to a family row last November.
Sarah Johnston, defending Mohmed, said it appeared the group were racially abused but that was not an excuse.
She said: “He has brought not only shame and embarrassment but also distress to his family.
“The Counter Terrorism Unit became involved in the investigation and the defendants’ family homes were turned upside down by the police.”
Recorder Brandon said the group may have suffered racist abuse, but targeted innocent men in “violent and senseless attacks”.
She said Mohmed and Mohammed’s punching and kicking of Mr Bohanna was aggravated by “hostility based on his religion”.
The judge said: “References to the fact he was not a Muslim was made and you appeared to justify your actions because of certain beliefs you held.”
Recorder Brandon said after the joint enterprise attack on Mr Lynch, “frightened” Miss Newton “had no idea what you were going to do next”.
She said Mohammed “confirmed those targeted that night were targeted because they were white and non-Muslim.”
Mohmed cried as he was jailed for 42 weeks. Mohammed and Faruq Patel received 42 and 18 weeks respectively in a young offenders institution.

NWN: Straight away they played the " we were racially insulted" card. Far too much of this going on and derisory sentences yet again. We wonder if the Labour Councillor from St Helens will have a change of heart now ? Not likely. St. Helens is one of those areas they could stand Ian Brady's dead body up for Labour, and they would still get in with a huge majority.

Neocons Have Been Destroying Sovereign Nations for 20 Years
An

A resource-rich, socialist-led, multi-ethnic secular state, with an economic system characterized by a high level of public/social ownership and generous provision of welfare, education and social services.
An independent foreign policy with friendship and good commercial ties with Russia, support for Palestine and African and Arab unity - and historical backing for anti-imperialist movements.

All three had governments which described themselves as socialist. All three pursued a foreign policy independent of Washington and NATO. And all three were targeted for regime change/destruction by the US and its allies using remarkably similar methods.
The first step of the imperial predators was the imposition of draconian economic sanctions used to cripple their economies, weaken their governments (always referred to as ‘a/the regime’) and create political unrest. From 1992-95, and again in 1998, Yugoslavia was hit by the harshest sanctions ever imposed on a European state. The sanctions even involved an EU ban on the state-owned passenger airliner JAT
Libya was under US sanctions from the 1980s until 2004, and then again in 2011, the year the country with the highest Human Development Index in Africa was bombed back to the Stone Age.
Syria has been sanctioned by the US since 2004 with a significant increase in the severity of the measures in 2011 when the regime change op moved into top gear.
The second step was the backing of armed militias/terrorist proxies to destabilise the countries and help overthrow these "regimes". The strategy was relatively simple. Terrorist attacks and the killing of state officials and soldiers would provoke a military response from ‘the regime, whose leader would then be condemned for ‘killing his own people’ (or in the case of Milosevic, other ethnic groups), and used to ramp up the case for a ‘humanitarian intervention' by the US and its allies.
In Yugoslavia, the US-proxy force was the Kosovan Liberation Army, who were given training and logistical support by the West.
In Libya, groups linked to al-Qaeda, like the Libyan Islamic Fighting Group, were provided assistance, with NATO effectively acting as al-Qaeda’s air force
In Syria, there was massive support for anti-government Islamist fighters, euphemistically labelled 'moderate rebels.' It didn’t matter to the ‘regime changers’ that weapons supplied to ‘moderate rebels’ ended up in the hands of groups like ISIS. On the contrary, a declassified secret US intelligence report from 2012 showed that the Western powers welcomed the possible establishment of a Salafist principality in eastern Syria, seeing it as a means of isolating ‘the Syrian regime’.
Libya’s Muammar Gaddafi was portrayed as an unstable foaming at the mouth lunatic, about to launch a massacre in Benghazi, even though he had governed his country since the end of the Swinging Sixties.
Syria’s Assad did take over in an authoritarian one-party system, but was given zero credit for introducing a new constitution which ended the Ba’ath Party’s monopoly of political power. Instead all the deaths in the Syrian conflict were blamed on him, even those of the thousands of Syrian soldiers killed by Western/GCC-armed and funded ‘rebels’.
The fourth step in the imperial strategy was the deployment of gatekeepers - or ‘Imperial Truth Enforcers’ - to smear or defame anyone who dared to come to the defence of the target states, or who said that they should be left alone.
The fifth step was direct US/NATO-led military intervention against 'the regime' triggered by alleged atrocities/planned atrocities of the target state. At this stage, the US works particularly hard to sabotage any peaceful solution to the conflicts they and their regional allies have ignited. At the Rambouillet conference in March 1999, for example, the Yugoslav authorities, who had agreed to an international peace-keeping force in Kosovo, were presented with an ultimatum that they could not possibly accept. Lord Gilbert, a UK defence minister at the time, later admitted "the terms put to Milosevic (which included NATO forces having freedom of movement throughout his country) were absolutely intolerable … it was quite deliberate."
In 2011, the casus belli was that ‘the mad dog’ Gaddafi was about to massacre civilians in Benghazi. We needed a ‘humanitarian intervention’ to stop this, we were repeatedly told. Five years later, a House of Commons Foreign Affairs Committee report held that "the proposition that Muammar Gaddafi would have ordered the massacre of civilians in Benghazi was not supported by the available evidence."
In 2013, the reason given for direct military intervention in Syria was an alleged chemical weapons attack by 'Assad's forces' in Ghouta. But this time, the UK Parliament voted against military action and the planned ‘intervention’ was thwarted, much to the great frustration of the war-hungry neocons. They still keep trying though.
Stage Seven is ‘Mission Accomplished’. It’s when the target country has been ‘regime-changed’ and either broken up or transformed into a failed state with strategically important areas/resources under US/Western control. Yugoslavia was dismantled and its socially-owned economy privatised. Montenegro, the great prize on the Adriatic, recently joined NATO.
Libya, hailed in the Daily Telegraph as a top cruise ship destination in 2010, is now a lawless playground for jihadists and a place where cruise ships dare not dock. This country, which provided free education and health care for all its citizens under Gaddafi, has recently seen the return of slave markets.
Syria, though thankfully not at Stage Seven, has still been knocked back almost forty years. The UNDP reported: "Despite having achieved or being well under way to achieving major Millennium Development Goals targets (poverty reduction, primary education, and gender parity in secondary education, decrease in infant mortality rates and increasing access to improved sanitation) as of 2011, it is estimated that after the first four years of crisis Syria has dropped from 113th to 174th out of 187 countries ranked in the Human Development Index."
Of course, it’s not just three countries which have been wrecked by the Empire of Chaos. There are similarities too with what’s happened to Afghanistan and Iraq. In the late 1970s, the US started to back Islamist rebels to destabilise and topple the left-wing, pro-Moscow government in Kabul.
Afghanistan has been in turmoil ever since, with the US and its allies launching an invasion of the country in 2001 to topple a Taliban 'regime' which grew out of the ’rebel’ movement which the US had backed.
Iraq was hit with devastating, genocidal sanctions, which were maintained under US/UK pressure even after it had disarmed. Then it was invaded on the deceitful pretext that its leader, Saddam Hussein, still possessed WMDs.
The truth of what has been happening is too shocking and too terrible ever to be admitted in the Western mainstream media. Namely, that since the demise of the Soviet Union, the US and its allies have been picking off independent, resource-rich, strategically important countries one by one.
The point is not that these countries were perfect and that there wasn’t political repression taking place in some of them at various times, but that they were earmarked for destruction solely for standing in the way of the imperialists. The propagandists for the US-led wars of recent years want us to regard the conflicts as ‘stand alones’ and to regard the ‘problem' as being the ‘mad dog’ leadership of the countries which were attacked.
But in fact, the aggressions against Yugoslavia, Libya, Syria, Afghanistan and Iraq, and the threatening of Iran, North Korea, Russia and Venezuela are all parts of the same war. Anyone who hasn’t been locked in a wardrobe these past twenty years, or whose salary is not paid directly, or indirectly, by the Empire of Chaos, can surely see now where the ‘problem’ really lies.
