Foreigners charge NHS for care in their OWN country: Health tourism loophole lets thousands of Eastern Europeans get free treatment with cards designed for Brits

  • NHS handing out five million European Health Insurance Cards per year
  • They allow Britons to charge emergency treatment abroad back to NHS
  • But cards are being given to any EU citizens who says they are living in UK
  • Eastern Europeans using them in home country to make NHS cover costs

Foreigners are billing the NHS for expensive healthcare they receive in their own countries, a Daily Mail investigation can reveal.
Under an extraordinary legal loophole, migrants are able to charge the full cost of medical treatment in their home countries to the UK, even if they have never paid a penny of tax in Britain.
They do this by obtaining European Health Insurance Cards from the NHS. The cards were intended for British people to use in cases of emergency while on holiday and entitle them to charge the NHS for the cost of any medical treatment they might urgently need while overseas within Europe.
But the NHS is handing out more than five million of these EHIC cards for free every year – and keeping no record of how many are being given to foreigners.
The cards are given out freely to any EU citizens who says they are living in the UK, even if they haven’t actually worked or paid any tax here.
As a result, Eastern Europeans can obtain the cards, then return to their home countries and use them to have medical treatment they would usually have to pay for funded by the NHS.
And because the cards last for five years, they are worth a fortune to migrants with ongoing conditions, or who have multiple pregnancies and births.
In an undercover investigation, an Eastern European woman working for the Mail – who has never lived or paid taxes in Britain – was able to get one of the cards after visiting the UK for less than a day.
Hungarian journalist Ani Horvath took it to clinics and hospitals in her native Hungary which confirmed she could use it to get maternity care and even skin treatments paid for by the UK taxpayer.
When she asked maternity clinic staff how many Hungarian women had registered for appointments covered by the NHS, she was told: ‘A lot of people. More and more.’
Using the card, she could have registered for a consultation with an optometrist costing a potential £150 or one with a dermatologist for £130 – or even antenatal and birth/maternity care for one pregnancy at £9,500, or a £47,000 liver transplant.
British ministers last night vowed to urgently review the use of EHIC cards.
Health Minister Alistair Burt said it was ‘completely unacceptable that people living outside the UK think they can abuse our NHS’.
He said that as a result of the Mail’s investigation, the Government would ‘urgently carry out more work’ to crack down on health tourism, ‘including EHIC applications’.
In online forums, Romanians, Poles, Lithuanians and Slovakians can be found boasting of how they have managed to charge the UK for a range of superficial health treatments in their home countries.
They joke about how easy the fiddle is because the NHS pays and ‘no one even blinks’.

Expectant mothers also admitted using the ploy to give birth in their home countries at the UK’s expense before moving to Britain to claim benefits.
One migrant who had used the card wrote: ‘Through the card, all necessary arrangements to do with the pregnancy and childbirth will be made free.
‘I was very surprised that there were not so many run-ins with the authorities.’
Another said: ‘No one even blinked. Everything was solved with the EHIC card.’
The NHS has spent more than £721million reimbursing other European countries for treating people with EHIC cards over the past five years.
But the Department of Health admitted last night it had no idea how much of that money had been claimed by foreigners using UK EHIC cards to get treatments in their own country.
Furious MPs said the practice was ‘ludicrous’ and demanded an immediate crackdown.
Peter Bone, Conservative MP for Wellingborough, said it was a 'ludicrous lack of rigour' by the NHS

Tory MP Andrew Percy, who sits on the Health Select Committee, said: ‘This is a complete outrage and will infuriate people.
‘It is another example of how soft touch Britain has become the International Health Service.
‘The NHS is there for British citizens who have paid in. The Government needs to urgently review how these health insurance cards are issued. It needs to get tough and act quickly.’
Dr Sarah Wollaston, a trained GP and chairman of the Health Select Committee, said the NHS must ‘urgently’ close the EHIC loophole to stop the abuse uncovered by the Mail.
‘EHIC cards should only be issued to British citizens,’ she said. ‘You should not be offering EHIC cards to overseas citizens. This loophole will have to be rapidly closed because clearly this has very serious implications for the NHS.’
Peter Bone, Conservative MP for Wellingborough, said: ‘It is extraordinary. It seems we will just happily squander taxpayers’ money without checking.
‘For the price of a return easyJet flight, people across Europe can get free health cover for five years.
‘It is a ludicrous lack of rigour by the NHS and clearly the Secretary of State has got to look into this urgently and stop this abuse.’
Joyce Robins, from campaign group Patient Concern, said patients who were being refused routine treatments on the NHS because of lack of money would be appalled.
‘People who have paid into the system all their lives are being told they cannot access treatments,’ she said.
‘Meanwhile those from abroad who haven’t paid into the system can make free use of the NHS’s money. It is disgraceful and it has got to be stopped.’
Campaigner Julie Bailey, founder of Cure The NHS, said: ‘Those responsible must close this loophole immediately, stopping our valuable NHS resources being used on those who are not entitled.’
The investigation will renew calls for the Government to crack down on the abuse of NHS resources by those who are not entitled to them.
The true cost of health tourism to the NHS is unknown but a Government-commissioned report in 2013 put it as high as £2billion a year.
Experts say even this is an underestimate as the vast majority of overseas patients are never identified by hospitals, let alone made to pay for their treatment.
By law, only patients who usually live in the UK are entitled to free hospital care – unless their life is at risk or treatment is considered ‘immediately necessary’.
GP appointments are free for everyone, along with A&E and maternity care, which are considered urgent.
The problem is many hospital staff assume that once a patient has an NHS number, which they easily get from registering with a GP, they are entitled to free care.
Health Minister Mr Burt added: ‘This Government has already introduced tough measures to clamp down on migrants using healthcare without making a contribution, to save half a billion pounds within a few years.
‘We are continually looking at ways we can tighten up the process further.’
How I signed up for five years free medical treatment in Hungary - at YOUR expense
By Ani Horvath for The Daily Mail
Undercover: Hungarian journalist Ani Horvath received her EHIC card in less than one month, despite never having lived or paid tax in the UK
Ms Horvath received her EHIC card in less than one month
I have never lived, worked or paid taxes in Britain. But a few weeks ago, I registered for five years of health treatment at your expense at a clinic near my home in Budapest, Hungary.
I visited my local optician, dermatologist and even a transplant clinic – and was told the UK would pay for creams, eye tests and liver surgery if I needed them.
At my local maternity centre, dozens of Hungarian women like me are having their births paid for by the British NHS too.
A practice manager there took me into a bright office decorated with pictures of babies and showed me a stack of papers. There were dozens of forms, piled high. All of them had been filled in by expectant mothers in this one small area of Budapest whose appointments are now being paid for by the British taxpayer.
I asked how many women had registered for appointments covered by the NHS. ‘A lot of people,’ she said. ‘More and more.’
If you are pregnant, in need of a transplant, or even just have a minor condition such as a rash or short-sightedness, all it takes to have your bills covered by the UK taxpayer is a little blue card.
And I got mine for free from the NHS without ever seeing a UK doctor or nurse. For the past few months, I have been working with the Daily Mail’s Investigations Unit to test how easy it is for non-British people to have their healthcare paid for by the UK.
Healthcare is expensive in Eastern Europe and increasing numbers are charging their treatment to Britain. They are doing so using UK-registered European Health Insurance Cards.
These cards are meant to be used only by British tourists and entitle them to public healthcare while travelling in European Economic Area countries and Switzerland.
But there is no requirement to prove you work in Britain to get one. All you need is an NHS number – which anyone can get by signing up at a GP surgery, even if you are a failed asylum seeker.
In Hungary, you have to pay 8.5 cent of your monthly salary for state healthcare. So you can see why people so desperately want to get hold of them. They are a goldmine.
A concerned NHS doctor had told the Mail how easy it was for foreign nationals with no entitlement to free care to get hold of the cards.

'EVERYTHING WITH MY PREGNANCY WAS FREE. I WA VERY SURPRISED'

Here are a few of the tips on getting an EHIC card the Mail found online:
‘This card you can get easy and fast, and most importantly, free. You need to fill an online form which does not last more than 5 minutes. The card you receive by mail about a week. Et voila! Free medical insurance for vacation in Europe!’
‘Having the card entitles people in Poland primary health care, which includes gynaecologist and obstetrician, dentist, dermatologist, venereologist, oncologist, ophthalmologist, a psychiatrist. I have hardly had any issues when using the EHIC in Poland.’
‘I was in Poland and went to the dentist. It is true EHIC is only for emergencies, but who will check? So it is with other doctors.’
‘I was working in the UK, but after starting maternity leave I went to Slovakia. You’ll need a European insurance card – this is the blue card. Through the card, all necessary arrangements to do with the pregnancy and childbirth will be made free. I was very surprised that there were not so many run-ins with the authorities.’
‘I’ve been in this situation before. No one even blinked. Everything was solved with the EHIC card.’
On getting proof of address:
‘Make a label with your name, stick it on an intercom or something, quickly make a picture, take off the label and in the bank show your picture on your phone. What is so hard?’
‘The easiest is to steal something from a store, then you do police proof of address.’
‘Tell your friends to make you proof of address. Write that you live with them. It will be OK.’
So in June I phoned a GP surgery in London from my home in Budapest. I said I had recently moved to the UK and wanted to register with a doctor. I said my landlord could drop in my identity documents for me, and they said this was fine.
That afternoon, a reporter posing as my landlord visited the surgery and passed over scanned copies of my Hungarian ID card and driver’s licence, which I had emailed him.
When they asked for proof of address, he handed them a tenancy agreement document claiming I was living at his flat in the area.
Yet such generic tenancy agreements are not official documents, and can be downloaded from dozens of internet sites or drafted by anyone on a computer.
Nonetheless, this was accepted as proper proof of address. NHS staff did not ask for any of the usual, official proof of address documents, such as a bank or utility bill.
Basic checks would have shown that I do not live there, in fact have never lived in the UK – and that the reporter posing as my landlord does not even own the property where I was supposedly renting a room.
In Hungary, you have to pay 8.5 cent of your monthly salary for state healthcare. So you can see why people so desperately want to get hold of them. They are a goldmine
Hungarian journalist Ani Hovarth
The reporter was given a registration form to take away for me to sign. He was told it was ‘preferable’ for me to return in person with the form – but not essential. The form asked for my name, date of birth, place of birth, address, phone number and the date I came to the UK.
The reporter filled it in and returned it before making a new patient appointment for a few days later. ‘Then she’ll be registered,’ a GP staff member told the reporter.
On June 11, I flew to London and walked into the surgery, where I was waved into a room for a full check-up. I was asked to show my Hungarian ID card and the lease agreement, but the receptionist did not read it – she simply scanned the front page.
The check-up was not done by a doctor or nurse. I was taken into a room and did it myself on a computer, answering questions about my health. I took my own blood pressure using a machine and weighed and measured myself before keying the results into the computer. The appointment took 35 minutes.
I flew back to Budapest and six days later, a confirmation letter was issued by NHS England with my own unique NHS number.
The reporter used this number to apply online for a UK EHIC card for me. Because I had an NHS number, the process was easy. Few details were required – just my name, date of birth, NHS number, UK address, phone number and email. The application took less than three minutes.
Two days later the NHS accepted the application and authorised a five-year UK EHIC for me. And so, in less than a month and with no proper checks, I am now entitled to state healthcare across Europe. And while EHICs are supposed to cover only emergency treatment, I have found the UK one can be used for anything in Hungary.
Eastern Europeans can obtain the cards, then return to their home countries and use them to have medical treatment they would usually have to pay for funded by the NHS (posed by models)
Eastern Europeans can obtain the cards, then return to their home countries and use them to have medical treatment they would usually have to pay for funded by the NHS (posed by models)
On July 9, I visited a variety of clinics in Budapest. The EHIC was accepted everywhere.
At an ophthalmologist, staff said the EHIC would cover emergency treatment, but then tried to book me in to see a doctor, without checking any ‘emergency’ symptoms.
I went to a transplant clinic and said I had liver problems and was told I could use the EHIC for an immediate appointment.
At the birth centre, a manager said the EHIC would cover appointments while I was pregnant in Hungary.
To have the delivery covered, I would have to get another form from the UK, called an S2. This simply requires a letter from a GP and asks for identification details, contact information, nationality, where you wish to give birth and your pregnancy dates.
‘Bring back one of those forms and everything will be fine,’ I was told in the birth centre. ‘We can treat you even if it is not an emergency.’
The dermatologist manager said I could use the EHIC for a skin check-up and for face cream – clearly non-emergency treatments.
I did not use the card to obtain any medical treatment, but these cards are a treasure trove for people here because state health insurance is so expensive.
We can get Hungarian EHICs to use when we are abroad on holiday. But the process of getting one is much stricter than in the UK.
Scandal of online tips to 'screw the system'
By Paul Bentley, Deputy Investigations Editor for The Daily Mail
Health tourists are sharing tips online on how to ‘screw with the system’ and milk the NHS for free healthcare in their own countries.
Romanians, Poles, Lithuanians and Slovakians boast of how they have managed to charge the UK for superficial health treatments – and ‘no one even blinks’.

WHY THE HEALTH CARDS ARE SO SOUGHT AFTER IN EASTERN EUROPE

Access to a British EHIC card guaranteeing free treatment is valuable in large parts of Eastern Europe, where healthcare can be expensive.
Hungary: Healthcare is provided through an insurance system, with contributions of 8.5 per cent automatically deducted from wages (an average of £30 a month, double for self-employed).
Poland: Insurance-based health system funded through the National Health Fund, costing employees £40 a month on average. As in many other countries, the uninsured must pay for healthcare in full.
Slovakia: Everyone who is employed must make contributions to state health insurance, about £34 a month or double if you are self-employed. Those who are unemployed can have contributions paid by the state but the health provision is basic.
Bulgaria: Contributions to the National Health Insurance Fund are compulsory for anyone in work and are £19 a month on average.
Romania: Health service funded through mandatory insurance, costing £20 a month on average. Not all treatments are covered.
Slovenia: Compulsory health care insurance costing £46 a month covers all emergency health care services. Additional payments for other treatments.
Czech Republic: Mandatory health care insurance of an average £22 a month. Pensioners’ premiums are paid for by the state.
The tips were discovered by the Daily Mail on foreign language forums and blogs on the internet.
Messages give step-by-step instructions on how to get hold of UK-registered European Health Insurance Cards, allowing them to charge the NHS for treatments abroad for all their family for up to five years.
Expectant mothers admitted using the ploy to give birth in their home countries – at the UK’s expense.
On a forum for Slovakian mothers-to-be, a woman calling herself Bobocka states: ‘I was working in the UK, but after starting maternity leave I went to Slovakia, where I gave birth.
‘I received the maternity pay from the UK and when the paid maternity finished, I stopped the employment and we stayed in Slovakia.’
She added: ‘You’ll need a European insurance card – this is the blue card. Through the card, all arrangements to do with the pregnancy and childbirth will be made free. I was very surprised that there were not so many run-ins with the authorities.’
Another poster, Jantarsan, agreed, adding: ‘Our baby was born in Slovakia and everywhere the European (the blue) card was enough.’
A Romanian blogger called Stella writes: ‘This [EHIC] card you can get easy and fast, and most importantly, free. To get it, you need to fill an online form which does not last more than five minutes.
‘Once the online application has been accepted and received your confirmation email, you are insured! The card you receive by mail about a week. Et voila! Free medical insurance for vacation in Europe!’
Forums advise Eastern Europeans on how to get round the requirement to show a GP receptionist a ‘proof of address’ document. ‘Tell your friends to make you proof of address,’ writes Iubitulondrei. ‘Write that you live with them. It will be OK.’
Others suggest setting up UK bank accounts registered to a UK address.
One man even boasted that he got one by giving police a false address when he was caught shoplifting in Britain. Because the fake address then appeared on an official document, he was able to use it to get an NHS number.
Some forum users appeal to others for help. Luckaro asks: ‘I worked in the UK for a year as a chambermaid. I am 21 and I got pregnant. I am thinking about giving birth in Slovakia, but only on the condition that I’ll still get all of what I am entitled to here (maternity pay. Child tax credit, child benefit). How do I apply for the European cards?’
And a woman named Ludecka says: ‘I work in the UK and I’m 13 weeks pregnant. I wondered what would be best, give birth here or at home? I wonder how “to screw with the system”?’
Ivanka replies: ‘You need to explain why you go (I reported a strong family and personal reason).’
And Kobercek added: ‘I’ve been in this situation before. No one even blinked. Everything was solved with the EHIC card.’
On Polish forums, members discuss how the EHIC can be used for superficial treatments.
Mehow writes: ‘Having the card entitles people in Poland to primary health care, which includes gynaecologist and obstetrician, dentist, dermatologist, venereologist, oncologist, ophthalmologist, a psychiatrist.’

Police watchdog to investigate Wiltshire force after claims it failed to act on allegations of child sex abuse made about former Prime Minister Sir Edward Heath

  • Wiltshire Police accused of ignoring sex abuse claim in the 1990s
  • Man may have been let off prosecution after threat to expose Sir Edward
  • Sir Edward Heath served as Tory prime minister between 1970 and 1974

Allegations: The police watchdog is investigating whether claims Sir Edward Heath, pictured just before his death in 2005, abused children were ever investigated
Allegations: The police watchdog is investigating whether claims Sir Edward Heath, pictured just before his death in 2005, abused children were ever investigated
Britain's police watchdog said today it will investigate whether allegations of child abuse levelled at Sir Edward Heath were ignored.
A senior detective has claimed that Wiltshire Police was told in the 1990s that the former Conservative prime minister may have been a paedophile.
The Independent Police Complaints Commission today said it is to investigate whether officers chose to ignore the claims about Sir Edward, who lived in Salisbury until he died in 2005 aged 89.
The IPCC will also probe claims that an alleged paedophile should have been prosecuted but had the case against him dropped when he threatened to expose Sir Edward.
Speaking outside Sir Edward’s former home in the shadow of Salisbury Cathedral,   Superintendent Sean Memory of Wiltshire Police said today: 'The allegation is that a trial was due to take place in the 1990s and information was received in that trial that Sir Ted Heath was involved in the abuse of children and the allegation is from the result of that information that the trial never took place.
'A retired senior police officer has come forward towards the end of 2014 indicating that they were aware of this information.
'So between then and March this year we have worked tirelessly to establish the facts of that allegation to a point where in March this year we have made a mandatory referral to the Independent Police Complaints commission who are leading the investigation into whether we did in fact mishandle that case in the 1990s.'
He appealed for victims who have been the victim of 'any crime from Sir Ted Heath or any historical sexual offence,' to come forward.
Earlier today a spokesman for the IPCC said: 'It is alleged that a criminal prosecution was not pursued, when a person threatened to expose that Sir Edward Heath may have been involved in offences concerning children.
'In addition to this allegation, the IPCC will examine whether Wiltshire Police subsequently took any steps to investigate these claims'.
The allegations made by the retired senior police officer is the first time the former prime minister has been linked to child abuse.
Scotland Yard is currently investigating whether a VIP paedophile ring involving politicians, civil servants and diplomats abused children on an industrial scale in the 1970s and 1980s.
Victims say they were abused during sex parties at the exclusive Dolphin Square development close to Westminster, where it is also alleged that several children were murdered.

There is no evidence that claims about Sir Edward are linked to this investigation.
A spokesperson for Wiltshire Police said: 'Following the announcement today regarding an independent investigation by the IPCC into allegations concerning how Wiltshire Police handled an alleged claim of child sex abuse made in the 1990's, we are carrying out enquiries to identify if there are any witnesses or victims who support the allegations of child sex abuse.

WHAT IS THE POLICE WATCHDOG LOOKING AT?

The Independent Police Complaints Commission will consider whether Wiltshire Police failed to properly investigate two child sex abuse cases.
A retired senior officer claims that an alleged paedophile should have been prosecuted in the 1990s.
He claims that when the suspect alleged that Sir Edward Heath was involved in child sex offences, and he planned to expose him, officers then dropped the case against him.
The IPCC will also investigate whether the claims about Sir Edward were ever looked at by the Wiltshire force.
However, it will not examine whether the claims aimed at Sir Edward were credible.
'Sir Edward Heath as part of the allegations they are investigating and that he may have been involved in offences concerning children.
'He lived in Salisbury for many years and we would like to hear from anyone who has any relevant information that may assist us in our enquiries or anyone who believes they may have been a victim.
'If there is evidence of offences having been committed we will ensure that , if possible, those responsible are held to account through a thorough and detailed investigation. This includes any other parties who are identified as having been involved in child sex abuse.
'Some people may never have spoken out about the abuse they have suffered but we would urge them to please contact us and to not suffer in silence'.
Sir Edward, who was prime minister for four turbulent years in the 1970s, never married and was famously reticent about his private life.
One biographer concluded that he may have been a latent or repressed homosexual while another thought he was 'pretty well sexless'.
Away from politics he was noted for his enthusiasm for sailing and classical music.
Wiltshire Police and Crime Commissioner Angus Macpherson said: 'Wiltshire Police referred the allegations to the Independent Police Complaints Commission, and advised my office of the referral.

'The progress of this investigation has been monitored by my office at every stage and I am satisfied that the necessary momentum and engagement with the IPCC has been maintained by Wiltshire Police since the information was received.
'It is important that the IPCC investigation is given full co-operation. I will be watching closely to see if any evidence of corruption or poor practice is uncovered.
'I would like to encourage any victims, or anyone with information which could help the investigation, to have the confidence and courage to come forward.
'We have often seen from high profile national cases that victims, who have not spoken of their abuse for many years, find their voice and speak out. I want any victims of child sex abuse, whether current or historic, to know they can have confidence in the service they will receive from Wiltshire Police'.

NSPCC chief executive Peter Wanless said: 'It's important that people who believe they have been victims of abuse have the confidence to speak out knowing that their voices will be listened to.
'Whether abuse happened in the past, or is occurring today, whether those being accused are authority figures or not, allegations of crimes against children must be investigated thoroughly.
'While some people wait years before speaking out we would urge them to act quickly so they can get help as soon as possible. Our trained helpline counsellors are always on duty round the clock to listen and provide assistance.'

NWN: The 'traitor' Heath and now the paedophile it seems. David Icke has been 'banging on' about these paedophiles for years. He said that Heath was a satanist, and we agree with that view. Jimmy Savile was also a satanist and paedophile. When Heath passed on the Tory mantle, it was Margaret Thatcher who took on the job She sat over a bunch of paedophiles who were in her Cabinet and Government. We wonder how many of them were also satanists ?

Operation Motorman - Anniversary - 31st July 1972 . Government Minister Willie Whitelaw informs IRA the night before.

So the IRA went into hiding. The Army could have nabbed the lot of them, and stopped the conflict that was to last for over three decades.

Four Armoured Vehicle Royal Engineers went into action to remove the barricades in Londonderry and Belfast.

 Operation Motorman ( Anniversary Today 31st July 1972 ).

The low profile adopted by the Army in the early part of the year led to some concern that the Security Forces could no longer contain the situation. The terrorists had a significant grip on their own communities and the Protestants were becoming increasingly restive, expressing strong resentment against the ‘No Go’ areas in Belfast and in Londonderry. Prompted in part by these concerns a major Army operation was mounted on 31 July 1972 known as Operation Motorman, to reoccupy the ‘No Go’ areas.

A total of 21,000 troops were concentrated in the Province and the intention was announced beforehand, as A result of which there was very little resistance from the PIRA. The operation was one of the biggest undertaken by the British Amy since the invasion of Suez in 1956. Its aim was to re-establish the Army in all the hard Republican areas, particularly the Creggan and Bogside in Londonderry and the Andersonstown, Ballymurphy and the Markets areas of Belfast. These areas were well protected by barricades and their clearance was the first step to ensure freedom of movement. A troop of four Centurion AVREs from 26 Armoured Engineer Squadron in Germany was moved to England and embarked on HMS Fearless on 30 July 1972. H-hour for the operation was 0400 hours on 31 July and by H minus 2 a cordon was in place in Londonderry around the Bogside and the Creggan, securing the start line for the four battalions who were to occupy the area. The AVREs were landed from landing craft across the beach in Londonderry and led the assault to clear a way through the barricades on all four battalion routes. The barricades were formidable and in one instance almost led to an AVRE blade being sheared off. The clearance of the barricades drew only spasmodic fire and one gunman and one petrol bomber were shot dead. By 0700 hours all the objectives had been secured and the AVREs were re-embarked and cleared from Northern Ireland. The use of tanks in any Internal Security Operation is always a very emotive subject and in the eyes of the media any tracked armoured vehicle is a tank. As a precaution the AVREs had ROYAL ENGINEERS painted prominently on their sides, but in the event there was little publicity and few pictures, and the significance of their use was lost in the general reporting of the operation.

NWN: Another example 'our' Government stabbing British troops in the back . This was a no-win war for the troops. The New World Order was already moving in for the dismantling of the UK. So it is that we now have the likes of Adams and McGuinness in positions of power now in NI. Whitelaw was also involved in secret talks with the IRA at Cheyne Walk, London.

A Derry Councillor has vowed to raise concerns over the deployment of British Army personnel to take part in house searches in Derry through the Policing Board.

SDLP Derry City & Strabane District Councillor for the Galliagh area Brian Tierney said the Secretary of State would also be asked for an explanation about events in the estate on Wednesday.

Colr. Tierney was speaking after the PSNI confirmed that Army personnel had taken part in searches conducted by senior detectives involved in probing dissident violent crime.
The searches took place at bungalows in both Ederowen Park and Glendale Park for over several hours on Wednesday.
PSNI Chief Inspector Tony Callaghan on Wednesday evening said: “There were no arrests, however a number of items were taken away for forensic examination.”
Speaking about the army deployment, he added: “Due to the suspected presence of munitions or explosives, military specialists were deployed in support of police.

“The role of these military personnel is to search for munitions and explosive devices which if located will then dealt with by the army bomb disposal officer.
“The military used are specifically trained in this type of high risk search thus ensuring that such searches are conducted in as safe a manner as possible.”
Speaking just prior to Chf Insp. Callaghan’s statement, Colr. Tierney said he would now be contacting the SDLP’s representatives on the Policing Board to raise questions over why the army were involved.
Speaking in general terms, he said: “We believe that all dissident or Loyalist action does need to be investigated, but we do believe the PSNI need to be doing that as they are accountable.

“We will be asking questions at the Policing Board level and of the Secretary of State about what was going on, about people witnessing army personnel on their streets.
“We feel the community needs answers. The PSNI are accountable to the Policing Board and we need to hold them to account on behalf of the community as elected representatives.”
Colr. Tierney added that it was important to note that the absence of dissident devices would mean there would have been no justification for such deployments.
Meanwhile, the deployment of the army has sparked outrage from some Republican quarters, with the Irish Republican Socialist Party spokesman Danny Morrison expressing anger at their involvement in the raids in the Galliagh area.
Independent Derry City & Strabane District Councillor Dee Quigley also said he “disgusted” at what was taking place.

The SS Empire Windrush: The Jewish Origins of Multicultural Britain

Andrew Joyce

‘Will you find out who is responsible for this extraordinary action?’
Oliver Stanley, M.P., June 1948.
The SS Empire Windrush holds a special place of infamy in the minds of British Nationalists. When the ship arrived at Tilbury docks from Jamaica in June 1948, carrying 417 Black immigrants, it represented more than just a turning point in the history of those ancient isles. In some respects it signalled the beginning of mass, organized non-White immigration into northwest Europe. Back in November, TOO published my research on the role of Jews in limiting free speech and manipulating ‘race relations’ in Britain in order to achieve Jewish goals and protect Jewish interests. I’ve recently been revisiting some of my past essays, delving deeper and expanding each of them in an effort that I hope will result in the publication of a book-length manuscript on aspects of Jewish influence. During this process, I’ve been particularly compelled to research further into the role of Jews in Britain’s immigration and racial questions. What I present in this essay is a survey of some interesting facts, which I hope to document and integrate further as my work on the volume proceeds.
The Beginning of the End: Jamaican Blacks disembark from the Empire Windrush
The Beginning of the End: Jamaican Blacks disembark from the Empire Windrush
One of the things that struck me most when I began looking into the origins of multicultural Britain was the hazy and confused background to the arrival of that notorious ship. First though, I might point out one of history’s bizarre ironies —  the vessel that would signal the end of racial homogeneity in Britain started life as a Nazi cruise liner. The ship began its career in 1930 as the MV Monte Rosa. Until the outbreak of war it was used as part of the German Kraft durch Freude (‘Strength through Joy’) program. ‘Strength through Joy’ enabled more than 25 million Germans of all classes to enjoy subsidized travel and numerous other leisure pursuits, thereby enhancing the sense of community and racial togetherness. Racial solidarity, rather than class position, was emphasized by drawing lots for the allocation of cabins on vessels like the Monte Rosa, rather than providing superior accommodation only for those who could afford a certain rate. Until the outbreak of war, the vessel was employed in conveying NSDAP members on South American cruises. In 1939 the ship was allocated for military purposes, acting as a troopship for the invasion of Norway in 1940. In 1944, the Monte Rosa served in the Baltic Sea, rescuing Germans trapped in Latvia, East Prussia and Danzig by the advance of the Red Army.

Finally, in May 1945, her German career ended when she was captured by advancing British forces at Kiel and taken as a prize of war. The British renamed her Empire Windrush on 21 January 1947, and also employed her as a troop carrier. Sailing from Southampton, the ship took British troops to destinations as varied as Suez, Aden, Colombo, Singapore and Hong Kong. Crucially, the ship was not operated directly by the British Government, but by the New Zealand Shipping Company. It is with this little fact that we begin tumbling down the proverbial rabbit hole. I quickly discovered that the New Zealand Shipping Company, like other crucial players in the story of the Windrush, was Jewish owned and operated. The company was for the most part controlled by the Isaacs family, particularly the direct descendants of Henry and George Isaacs. Henry and George left England in 1852 at the instigation of a third brother, Edward, and arrived in Auckland via Melbourne. They established the firm of E & H Isaacs, acting as profiteers during the Taranaki and Waikato war, and winning a number of heavy contracts in connection with the provisioning of the troops.
Henry took a great interest in shipping affairs, and was for many years a member of the Auckland Harbour Board. He was one of the chief shareholders of the Auckland Shipping Company, which was subsequently merged into the New Zealand Shipping Company. The other major shareholders of the company were Laurence and Alfred Nathan, of L.D. Nathan & Company. The Auckland shipping industry, like many colonial shipping routes, had by the 1890s been effectively monopolized by Jews. During 1947 and 1948 many former German vessels were passed on to several of these contracted private companies at the discretion of the Ministry for War and the Ministry for Transport. The Secretary of State for War during these crucial years was none other than Emanuel Shinwell, the socialist son of Polish and Dutch Jews. With a degree of loyalty and patriotism typical of his race, Shinwell was discovered by MI5 to have been passing British secrets to the Irgun in Palestine in November 1947. To Shinwell, disproportionately handing government vessels and contracts to fellow Jews would have been mere grist to the mill.

In 1948 the British Empire was crumbling. India had been granted independence in 1947, and an exhausted, over-stretched, and indebted Britain was busy arranging for the return of colonial troops to their homelands, and the collection of others for present or future conflicts. The Windrush was used mainly for this purpose until in May 1948 the ship’s Jewish operators were given permission by the British Ministry of Transport to increase their profits by filling to capacity with commercial customers (immigrants rather than contracted troops) at Jamaica before returning to Britain with these new settlers. This momentous decision appears to have been taken very arbitrarily (and certainly un-democratically) since it elicited great shock and confusion among British politicians when it later came to light. They might not have been so shocked had they considered the ethnic origin of the head of the Ministry for Transport who authorized that action. The Minister of Transport in that crucial period was Harry Louis Nathan, formerly a member of the law firm of Herbert Oppenheimer, Nathan and Vandyk, and a distant relative of the owners of the NZ Shipping Company.
Harry Nathan: Approved non-White Immigration to Britain
Harry Nathan: Approved non-White Immigration to Britain
If the web is already beginning to look a little tangled, readers would do well to consider some of these developments and ‘coincidences’ within the context of the Anglo-Jewish Cousinhood, a topic I covered for TOO about three years ago. From the early 19th century until the First World War, English Jewry was ruled by a tightly connected oligarchy. Daniel Gutwein states that this Anglo-Jewish elite comprised some twenty inter-related Ashkenazi and Sephardic families including the houses of Goldsmith, Montagu, Nathan, Cohen, Isaacs, Abrahams, Samuel, and Montefiore. Some of these names have featured already, and will feature again in the Windrush story. At its head, of course, stood the House of Rothschild.[1] This network of families had an “exceptionally high degree of consanguinity,” leading to it being termed “The Cousinhood.”[2] Conversion and intermarriage in the group was exceptionally rare, if not non-existent. The business activities of the group overlapped to the same degree as their bloodlines. I illustrated this in my previous essay by pointing out that:
In 1870, the treasurer of the London Jewish Board of Guardians was Viennese-born Ferdinand de Rothschild (1838–1898). Ferdinand had married his cousin Elvina, who was a niece of the President of the London United Synagogue, Sir Anthony de Rothschild (1810–1876). Meanwhile, the Board of Deputies was at that time headed by Moses Montefiore, whose wife, a daughter of Levi Barent Cohen, was related to Nathan Meyer Rothschild. Nathan Meyer Rothschild’s wife was also a daughter of Levi Barent Cohen, and thus Montefiore was uncle to the aforementioned Anthony de Rothschild. … Anthony was married to a niece of Montefiore, the daughter of Abraham Montefiore and Henrietta Rothschild[3]…et cetera, et cetera. In financial terms, the houses of Rothschild and Montefiore had united in 1824 to form the Alliance Insurance Company, and most of the families were involved in each other’s stock-brokering and banking concerns. Endelmann notes that in these firms “new recruits were drawn exclusively from the ranks of the family.”[4] Working tightly within this ethnic and familial network, the Cousinhood amassed huge fortunes, and in the years before World War I, despite comprising less than three tenths of 1% of the population, Jews constituted over 20% of non-landed British millionaires.[5] William Rubinstein notes that of these millionaires, all belonged to the Cousinhood.[6]
It was the Cousinhood that pioneered the way into direct political power for Jews in Britain. By 1900, through a process of ethnic and familial networking, the Cousinhood had secured many of the most significant administrative positions in the Empire. Feldman notes that the Nathan family alone had by that date secured the positions of Governor of the Gold Coast, Hong Kong and Natal, Attorney-General and Chief Justice in Trinidad, Private Secretary to the Viceroy of India, Officiating Chief Secretary to the Governor of Eastern Bengal and Assam,  and Postmaster-General of Bengal.[7] In Parliament, Lionel Abrahams was Permanent Assistant Under-Secretary at the India Office, working under his cousin Edwin Montagu who was then Parliamentary Under-Secretary for India.[8] Together with the rapid development of a Jewish monopoly over key Imperial positions were countless cases of nepotistic corruption and profit-seeking. The Cousinhood was instrumental in disseminating false Russian pogrom narratives throughout the West, in fomenting the profit-driven Boer War, and in the Indian Silver and Marconi scandals.
The Nathan and Isaacs families who owned and operated the New Zealand Shipping Company also comprised part of the Cousinhood, as was the case also with Harry Nathan who occupied the strategically valuable position of Ministry for Transport between 1946 and 1948. These were crucial years in which many foreign and domestic ex-military vessels were being re-purposed for commercial purposes and handed over by the Royal Navy to private (most often Jewish-owned) companies. Much like the nepotistic corruption at the heart of the Marconi scandal, having a Jew running the Ministry for War and a Jewish cousin running the Ministry for Transport was good news for Cousinhood members who had monopolized shipping companies and routes and now stood to gain from successive government contracts to newly acquisitioned vessels like the Empire Windrush. These government contracts and the Jewish quest for profit played a huge role in the burgeoning of the commercial passenger industry that would bring wave after wave of Blacks, Indians and Pakistanis to Britain over the next two decades.

It doesn’t really concern me whether the beginnings of this movement was part of a concerted campaign to flood Britain with non-Whites, whether the motivation was purely profit-driven, or whether it was a mixture of both. The fact remains that Jews occupied conspicuous roles throughout the process. Even the method by which Blacks were enticed to set sail for Britain must be remarked upon. Around three weeks before the Empire Windrush arrived in Jamaica, Blacks were bombarded with ads for cheap travel to Britain and articles extolling the new life they could have in London. Stephen Pollard writes that “the response was almost instantaneous. Queues formed outside the booking agency and every place was sold.”[9] Many of the ads were propaganda pieces that presented an idealized picture of life and job opportunities in Britain — in stark contrast to the bleak reality. Nonetheless, the ads were successful in generating a buzz of excitement among Blacks keen to make the move to the new welfare state.
Daniel Lawrence quotes, as an example, one migrant who explained his move to Britain: “Well, I left Jamaica because I saw the advertisements in The Gleaner. … I left to better my position. That was the chief reason.”[10] The Gleaner, is part of the Gleaner Company which to this day enjoys an effective monopoly of the Jamaican press. The company has its origins in 1834, when it was founded by the Jewish brothers Jacob and Joshua De Cordova. Since its founding it has been a kind of Jamaican micro-Cousinhood. Even when it registered as a private company in 1897, its first directors possessed a mixture of Ashkenazi and Sephardi names, from Ashenheim to de Mercado. At the time the Empire Windrush ads appeared, the managing director was Michael de Cordova. Even as late as the 1960s, and despite numbering no more than six hundred in the whole country, according to Anita Waters the powerful Jewish minority of Jamaica controlled “many of the larger economic enterprises.”[11] Before the socialist policies of the Manley administration were implemented (1972–1980), Jews “controlled the country’s only cement factory, the radio sector, the telephone company, and the largest rum company.”[12]
For all intents and purposes, the Empire Windrush was passed into Jewish ownership by a Jewish Secretary for War, given the green light to boost profits and start bringing non-Whites to Britain by a Jewish Minister for Transport, and provided with armies of eager passengers by a Jewish-owned media. Despite these facts, a very different narrative emerged in the aftermath of the ship’s arrival. Pollard writes that “in the years since the arrival of the Empire Windrush … a myth has taken hold that the British government was responsible for bringing the passengers over as part of a concerted plan to help overcome a labour shortage. …But this is wrong. It is clear from the reaction of ministers that they were as surprised as the public when they first learned, via a telegram from the Acting Governor of Jamaica on May 11, what was about to happen.”[13] The myth was a helpful one because it acknowledged the un-democratic nature of the event while deflecting blame away from the most obvious source of the scourge — the Jews of the shipping industry and the Ministry of Transport. It’s an interesting fact that, with the relevant contracts assigned and the process underway, Harry Nathan quietly vacated his position on May 31. Astonishingly, since that date Nathan has eluded all scholarly and journalistic attention until my own investigation.
The Labour government fumbled in the aftermath of the arrival of the Empire Windrush, clinging to the fantasy that upholding the ‘tradition’ that members of the colonies should be “freely admissible to the United Kingdom” could act as a means of holding the crumbling Empire together.[14] Part of the Cabinet’s strict adherence to this established, but previously superfluous, protocol, may also have been influenced by the interpretation of existing immigration law presented to them. The responsibility for interpreting existing law for the Crown and the Cabinet lies with the Solicitor General — a role that had been occupied since 1945 by yet another Jew, Frank Soskice. As I noted in a previous essay, Soskice would later introduce Britain’s first legislation containing a provision prohibiting ‘group libel.’ Soskice, was the son of a Russian-Jewish revolutionary exile. It was Soskice who “drew up the legislation” and “piloted the first Race Relations Act, 1965, through Parliament.” The Act “aimed to outlaw racial discrimination in public places.”
Crucially, the 1965 Act created the ‘Race Relations Board’ and equipped it with the power to sponsor research for the purposes of monitoring race relations in Britain and, if necessary, extending legislation on the basis of the ‘findings’ of such research. Clearly Soskice would have been at pains to admonish, with legal jargon, any ‘racist’ reactions among Ministers to the arrival of Empire Windrush and subsequent streams of Black immigrants sailing on Jewish vessels. It was Soskice who informed Arthur Creech Jones, the anti-immigration Minister for Labor, that neither the Jamaican nor the British government had any legal power in peacetime to prevent the landing at Tilbury of the Empire Windrush. And so the former Monte Rosa, once a triumphant symbol of ‘Strength through Joy,’ disgorged its passengers on the Thames as part of a new initiative: ‘Destruction through Diversity.’ It was soon followed by numerous other troopships, like the SS Orbita, laden with dusky immigrants and stinking of “vomit and urine.”[15]
It was only during the next Churchill government that some reflection took place on the longer-term implications of what had begun, with Churchill recorded by Sir Norman Brook as remarking:
Problems will arise if many colored people settle here. Are we to saddle ourselves with colour problems in the UK? Attracted by Welfare State. Public Opinion in UK won’t tolerate it once it gets beyond certain limits.[16]
But by then it was too late. Over the course of the following decade, Black immigration to Britain increased dramatically. Between 1948 and 1952 between around 2,000 Blacks entered Britain each year. By 1957 the figure had climbed to 42,000. Government investigations into this new population revealed that the idea that Blacks were helping fill a labor shortage was grossly ill-founded. In one report, completed in December 1953, civil servants stated that the new population found it difficult to secure employment not because of prejudice among Whites, but because the newcomers had “low output” and their working life was marked by “irresponsibility, quarrelsomeness, and lack of discipline.” Black women were “slow mentally,” and Black men were “more volatile in temperament than white workers … more easily provoked to violence … lacking in stamina,” and generally “not up to the standards required by British employers.”[17]
Worse, future social and criminal patterns were already being established. In 1954 Home Secretary David Maxwell Fyfe issued a secret memorandum to the cabinet on blacks pimping White women, stating that: “Figures I have obtained from the Metropolitan police do show that the number of colored men convicted for this offense is out of all proportion to the number of colored men in London.”[18] Three months later he again wrote to the cabinet stressing that “large numbers of colored people are living on national assistance or the immoral earnings of white women.”[19] While the famed Notting Hill Race Riots of 1958 are often pointed to as an example of Black victimhood and the need for a Black reaction against White ‘oppression,’ the riots were instead the culmination of White reactions against Black crime and miscegenation. Earlier in 1958 the Eugenics Society, now the Galton Institute, issued warnings that the mingling of races that had started in Britain “ran counter to the great developing pattern of human evolution” and attacked the United Nations for minimizing the “quite obvious dissimilarities between people and individuals.”[20] The Notting Hill riots, occurring a decade after the arrival of Empire Windrush, were seeded one August evening when White youths intervened in an argument between a Swedish prostitute and her Black ‘husband’ Raymond Morrison. A brawl broke out between the youths and Morrison’s friends. The following day some of the White youths verbally assaulted the Swede for being a “Black man’s trollop.” The White youths then assembled between three and four hundred fellows to begin a violent demonstration against Black criminality, resulting in six days and nights of almost uninterrupted inter-ethnic warfare.
The Fruits of the Empire Windrush
The Fruits of the Empire Windrush
This period represented one of the clearest opportunities for Britain to turn back the tide. But, as I have previously documented, it was also the period in which the efforts of a large number of unelected Jewish lawyers began the British ‘race relations’ sham, choking out free speech, and with it any opportunity for effective White resistance.
After catching fire during a voyage, Empire Windrush sank to a watery grave off the coast of Algeria in 1954. Its legacy was to last much longer. Liberals and the Cultural Marxist elite named a public space in Brixton, London, “Windrush Square” to commemorate the 50th anniversary of its landing. It also featured during the opening ceremony of the 2012 Olympic Games, and the salvaged wheel of the vessel sits relic-like for veneration at the offices of the Open University in Milton Keynes.
I see a more tangible legacy however. Last year Jamaican Lloyd Byfield smashed his way into the apartment of Londoner Leighann Duffy after she spurned his advances. Armed with a claw hammer and knife he stabbed her 14 times in front of her six year old daughter. What made the brutal crime even more disgusting was the fact that Byfield was an illegal immigrant who had previously been jailed for 30 weeks after attacking a White woman with a chisel. A deportation order was made during that sentencing, but was never carried out because Britain remains as catatonic on matters of race and immigration as it was in May 1948. The motherless, raped, and murdered White children of Britain are the truest legacy and reflection of that fateful voyage. But, it is hoped, the mechanics behind that voyage are now a little better known.
